SUBSTANCE: invention relates to measuring techniques and can be used in mechanical engineering for definition of the axial moments of inertia, tensors of inertia and centers of mass of the bodies. The method proposes to impart to the body, in conditions of notable power dissipation, a programmed spherical reverse symmetric acceleration-braking motion with synchronously-proportional change of the angles of own revolution and precession, with two consistently applied factors of proportionality with the angle of turn around its own horizontal axis of rotation not less than 600°. The matrix of tensor of inertia and polar coordinates of the center of masses of the body are computed from the calculated results of the work of the active twisting moment during programmed motion. The device to implement the proposed method, contains biaxial gimbal with mutually perpendicular axes of rotation, with the inner frame that features a cylindrical casing to fasten the body therein, the controlled electric drive, coaxial with the said inner frame, and the transfer mechanism containing pair of cylindrical cogwheels and bushing with two pairs of tapered cogwheels.
