FIELD: electricity.

SUBSTANCE: device is intended for automated insulation control systems of electrical harness and network cables being under DC voltage. Signal shaper at DA converter outlet generates test signal, which affects object body via pumping capacitor. The pumping unit commutates switches and diverts pumping capacitor potential from the initial magnitude by the given value. The surge value of pumping capacitor potential after the first connection is rated by measuring unit by means of differential amplifier. The calculation unit for time constant and measuring unit calculate resistance leak value on the housing based on the surge value and exponential transitional process of the housing potential recovery. The housing potential is restored after measuring by the pumping unit. The measurement accuracy is improved due to the surge value limits being within the upper limit of measurement unit scale. The measurement time is essentially reduced as it is not needed to wait for the potentials setting with the required accuracy after testing.

EFFECT: improved accuracy and reduced time of measurement.
