FIELD: information technologies.

SUBSTANCE: scheduler contains multiple concentration elements for local scheduling upstream data, in this system multiple concentration elements and multiple terminals are divided into multiple cells distributed in star topology with several hierarchical levels. Each cell belongs to hierarchical I-level where I is between top N-level corresponding to one cell with dedicated master controller, and bottom level. In each cell at I-level one concentration element is master element of the cell and the rest concentration elements and terminal in the cell are slave elements of master element of the cell. In this system each master element of cell at I-level is in its turn a slave for master element in one of the cells at I+1-level; each master element at I-level contains facility for accumulating upstream link aggregate requests and flows exiting from its slave elements, and facility for generating upstream link aggregate flow and aggregate requests which are entering master element at I+1-level for which the element at I-level is slave.

EFFECT: improvement of data transfer within data transmission link.
