SUBSTANCE: present invention relates to selection of transport format combination (TFC) so as to guarantee a certain level of quality of service (QoS) in a mobile communication system even for a service with low priority. In accordance with this invention, the level of medium access control (MAC) selects the transport format combination so as to guarantee not only priority of each service, but quality of service as well, when transferring services with different requirements for quality of service (QoS) and different priorities.
