FIELD: information technologies.

SUBSTANCE: mobile terminal sending requests to resources for resources of a specialised channel of the upperlink in a mobile communication system, and a method to send requests to resources of communication for resources of a specialised channel of the upperlink in a system of mobile communication. In order to permit a service cell to detect "DOWN" commands from non-service cells during soft token passing, invention proposes a new definition of "happy bit" setting criteria in a control information related to data sent along a specialised channel of the upperlink. According to this criterion, the mobile terminal may not indicate "unhappy" condition during increased application of resources. Only if resources are used, which are equal to maximum permit for service, the status of the transfer buffer requests, and the status of the capacity makes it possible to indicate "unhappy" condition for setting of "happy bit".
