FIELD: construction.

SUBSTANCE: cutter contains drum with spinning axis. Removable cutting elements in the shape of plates are available on the outer surface of the above drum. The said plates may be replaced as soon as they are worn-down and installed in the plane crossing drum spinning axis. The drum is implemented as though two peripheral naves are installed on spinning axis and interconnected between each other by longitudinal fixing elements installed around spinning axis. Cutting elements are fixed on the longitudinal fixing elements and plates are made toothed so that plate position can be changed by rotating in the plane of their location relative to longitudinal fixing element.

EFFECT: simplified design and improved manufacturability.
