SUBSTANCE: invention relates to radio measuring equipment and can be used for determining relative offset of frequency of reference generators and frequency and time standards. The receiver-comparator for satellite radio navigation system signals comprises a device for receiving signals from satellite radio navigation systems, an interface device for the reception device, a synchroniser, a reference generator, a control and display device, two commutators, a 1 Hz shaping unit made in form of a variable-ratio divider, three switches, a circuit for synchronising a time scale generator, a unit of reference frequency synthesisers, two mixers-shaping units, two dividers for dividing by factor of 5, an OR circuit and a moving average calculating device.

EFFECT: increased accuracy of measuring characteristics of short-term instability of frequency of a local generator or a generator synchronised by signals from satellite radio navigation systems and shorter measurement time.
