SUBSTANCE: invention relates to a system and method for identification and making payments. The said system includes: an issuer server, a proxy server for managing issuer information, a collection server and a payment server. The issuer server can issue and control means of payment. The proxy server for managing issuer information can manage URL information required for accessing internal and external issuer servers. The collection server can confirm payment, collect data and settle accounts with participant stores. The payment server acts as a proxy between the issuer server and collection server to provide identification and payment services in response to a request from a vendor terminal. The methods employ the system and servers described above.
