SUBSTANCE: invention relates to method and device for coding and transmitting a video signal in accordance with a scalable video coding scheme (SVC). A method is proposed for decoding a video signal involving: obtaining level information indicating which segment of the image on the second image sequence layer is used for inter-sequence prediction; decoding the second image sequence layer based on the level information, where the second image sequence layer includes a base layer of the signal-to-noise ratio (SNR) of the second image sequence layer; and decoding the base layer of the SNR of the first image sequence layer based on the image segment of the second image sequence layer.
