SUBSTANCE: invention relates to video encoding means. Decoder receiver receives a bit stream containing a set of image parameters (PPS) in a network abstraction layer (NAL) unit of PPS, and an encoded image containing a set of NAL units of video coding layer (VCL). Specific VCL NAL unit refers to a PPS NAL unit when the value of the NAL unit header level identifier (nuh_layer_id) of the PPS NAL unit is less than or equal to the nuh_layer_id value of the specific VCL NAL unit. Decoding by the decoder processor the encoded image from set of VCL NAL units based on PPS in PPS NAL unit to obtain decoded image, when the nuh_layer_id value of the PPS NAL unit is less than or equal to the nuh_layer_id value of the specific VCL NAL unit. Specific unit of the VCL NAL comprises a slice of an encoded image and a header containing data elements related to the slice, and wherein the header indicates an APS identifier (ID) for the APS.
EFFECT: high efficiency of video encoding.
