SUBSTANCE: invention relates to encoding and decoding of images. Image decoding device comprises: a receiving section configured to receive encoded data of a defined region of the current layer of image data and receive control information used to control the region of another layer of image data, wherein the other layer is encoded for each of the plurality of regions obtained by dividing the image data frame; and a decoding section configured to decode the encoded data with reference to information related to encoding a particular region from a plurality of regions of another layer in accordance with the control information received by the receiving section.
EFFECT: technical result is to provide load reduction when decoding an image by preventing a number of memory accesses by specifying a specific region from a plurality of base layer regions in the control information.
