FIELD: information technology.

SUBSTANCE: invention refers basically to video compression, in particular, to video signals with time scaling by time filtration and motion compensation according to the sequence of time levels with restrictions. The method and the device for scaled video coding and decoding is suggested. The video signal coding method includes timing redundancy elimination in the succession of restricted timing levels of many frames forming input video sequence and bit stream by quantising the transformation indices taken from the frames whose redundancy has been eliminated. The video coder includes the time transformation unit, the dimension transformation unit, the quantising unit and the bit stream formation unit. The video decoding method is based on a reversed coding sequence; the decoding is performed by extracting the information from the coded frames by receiving the coded bit streams and their interpretation.

EFFECT: reducing throughput delay both on the coder side and on the decoder side.
