SUBSTANCE: system includes a video surveillance panel with a multi-service IP network controller, a surveillance panel multi-service IP network controller and a multi-service IP network. Operation is provided through communication channels which are in form of wire, fibre-optic, satellite, cellular or wireless communication channels. There is connection to the Internet through the communication channels. The system can transmit data from object units to the surveillance panel through batch communication. The system includes analogue and IP video cameras, acoustic and visual alarm units and keyboard type input devices. The system has a group of mobile panels, groups of surveillance and video surveillance panels connected to each other in a certain way, and the object units of the system have uninterruptible power supply units with built-in accumulators, signalling and authentication loops and actuating inputs-outputs.
EFFECT: invention widens the secure zone, enables monitoring, control, audio and video surveillance of stationary and mobile objects at a considerable distance, increases the number of simultaneously sampled subscriber line units, increases reliability of delivering messages and protecting transmitted data, possibility of voice communication with the secured object and transmission of multimedia messages to the object and back, and possibility of monitoring and controlling external devices on a facility, visual and acoustic alarm in form of audio signals and voice messages.
