FIELD: machine building.

SUBSTANCE: invention can be implemented for welding and surfacing low-alloyed steel for seismic-resistant building structures. There is performed electric-arc weld of high-alloyed steel welding wire containing nitrogen - 0.08-0.20 %, molybdenum 5.0-7.0 %, vanadium 0.70-1.0 % with equivalent of nickel Niequiv - not less, than 27 %, and equivalent of Crequiv - not less, than 19 %, where Niequiv=Ni+30·C+0.5·Mn+30·N, % and Crequiv=Cr+Mo+1.5-Si+V, %. Also there is formed a welding seam or surfacing metal of austenite structure, wherein contents of carbon is not more, than 0.20 %, of nickel - not less, than 20 %, of manganese - not less, than 1.0 % , and nitrogen not less, than 0.08 % at a ratio of nickel and chromium Ni ≥1.5-Cr. Not more, than 40 % of welded steel should be present in metal of a welding seam. Contents of alloying elements in metal of the welding seam or in surfacing metal is controlled by Sheffler structure diagram maintaining ratio Niequiv not less, than 1.45 Crequiv.

EFFECT: facilitating closeness of mechanical properties of cast metal of welding connection and hot rolled basic material, also preventing formation of low plastic sections with mixed structure in metal of welding seam and/or surfacing metal by elimination of martensite, ferrite or carbide constituents presence in structure.
