SUBSTANCE: scalable video coder comprises coder for coding of unit at higher level of image by means of application of a higher level of the same weight parametre to reference image, which has been used to reference image of lower level used to code unit at lower level of image. Unit at higher level complies with the unit at lower level, and reference image of higher level complies with reference image of lower level.
EFFECT: reduced volume of memory or reduction of code and decoder complexity and saving of bit quantity at very low speeds of data transfer.
