SUBSTANCE: video data processing method that is determined at least partially based on a syntax element in a SEI-message that is encapsulated by network abstraction level (NAL) SEI unit and encapsulates one or more nested SEI-messages, whether or not one or more nested SEI-messages are applicable to the default bit substream from the encoded video bit stream that contains encoded video data images. The syntax element is not in any of the one or more nested SEI-messages, and the default bit substream is the work point representation for the work point specified by the layer identifier specified exactly in NAL unit header for the SEI NAL unit and the temporary identifier, exactly defined in NAL unit header; and when one or more nested SEI-messages are applicable to the default bit substream, one or more nested SEI-messages are used for the default bit substream operation.
EFFECT: using the layer ID syntax element to define a work point applicable to scalable nested messages with additional enhancement information.
