SUBSTANCE: invention relates to video encoding means. Bitstream containing one or more layers of encoded images and a set of video parameters (VPS) is received. VPS includes an output layer set mode (OLS) identification code (ols_mode_idc), if ols_mode_idc is equal to zero, indicating that the total number of OLS indicated by the VPS is equal to the number of layers, specified by the VPS, the ith OLS includes layers with layer indices from zero to i inclusive, and for each OLS only the uppermost layer in each OLS is the output layer. An output layer is determined based on ols_mode_idc in the VPS. Encoded image is decoded from the output layer to obtain a decoded image.
EFFECT: high efficiency of video coding by supporting both spatial scalability and scalability with respect to signal-to-noise.
