SUBSTANCE: invention refers to medicine and represents a method for making a substratum wherein: a compound exhibiting anticoagulant activity chosen from a group consisting of heparin, thrombomodulin, 4-methoxybenzolsulfonyl-Azp(PEG2000-Ome)-Pro-4-amidinobenzylamido, ATPT and hirudin, and a hydrophilic compound chosen from a group consisting of PVA, PVP, PEG, PPG, a material consisting of polyether and polysiloxane, polyethyleneamine, polyallylamine, polyvinylamine, polyvinylacetate, polyacrylic acid and polyacrylamide, as well as a copolymer or a graft polymer of a monomere of said polymers and another monomere, contacts with substratum which contains an organic solvent in which moisture content makes 25 vol. % or more and 90 vol. % or less, and contains at least secondary or tertiary hydroxyl group; then, the compound exhibiting anticoagulant activity and contacting with the substratum is exposed to irradiation chosen from a group consisting of β-rays, γ-rays, X-rays, electron beam and neutron beam, and unreacted ingredients are washed off by a nonionic surface-active agent.

EFFECT: invention provides reduced washing off the compound exhibiting anticoagulant activity and hydrophilic polymeric compound.
