SUBSTANCE: system-wide software is installed on each computer apparatus; unified intercomputer data exchange apparatus are provided; guaranteed secure interaction between terminal applications through queues of incoming and outgoing messages is provided; on each computer apparatus, secure randomised data storage is provided, identified by a personal safe with storage therein of identifiers of program applications, confidential data and authority of the administrator, making up the profile; identification parametres for terminal program applications are stored; automatic guaranteed transmission of identification parametres to that application, which the administrator accessed in accordance with their authority is provided; apparatus are formed to provide the administrator with access to terminal applications in accordance with their access profile on "one window" principles, with one-time identification; uniform presentation of the authority of administrators allowed to work with protected information resources of the said computer network and management of the said authority is provided.

EFFECT: realising one-time identification of an administrator in different applications in which the administrator works in accordance with their official duties.
