SUBSTANCE: as stopping device here is disclosed stopper with tubular metal structure made in form of bearing tube equipped with stationary support lower end flange and movable hold-down upper flange. A plastic refractory element in form of a plug is installed between the flanges around the bearing tube. Inside the plug has a burnable divider which forms a cavity for purposeful destruction of the plug at wash out. Also, there is disclosed a certain composition of plastic refractory material of the plug. The landing device for insertion of the stopper into the tap hole of the converter consists of a jacket and a working head containing a case and a sleeve in the case with folded rotary eccentric cams. The stopper can be positioned practically in any place of the tap hole, mainly at the level of 2-3 blocks of the tap hole or in the middle of it.
