SUBSTANCE: invention discloses a mobile communication method and a radio communication base station. Commands are sent from the radio communication base station to a mobile station: a command for the setting measurement rule in order to indicate whether to add or remove a measurement rule, a command for assigning the measurement object in order to indicate whether to add or remove a measurement object independent of the command for setting the measurement rule, a command for setting conformity between the measurement object and the measurement rule. Communication quality is measured in a cell of a different frequency at frequency given by the stored measurement object. The measurement report is then sent to the base station if, based on the communication channel quality measurement result it was determined that the determination criterion given by the measurement rule, which corresponds to the measurement object, was satisfied.

EFFECT: flexible measurement of determination criterion, on the basis of which a decision to send the measurement report to the mobile station is made.
