SUBSTANCE: mobile station UE includes a module for obtaining measurement configuration for frequency f2 of a second cell #2 from a radio base station eNB#A, controlling a first cell # 1, by sending a measurement configuration request to the radio base station eNB#A, controlling the first cell, if it is determined that there is need to perform measurement for the second cell #2, using the frequency f2, different from the frequency f1 of the first cell #1 participating in communication, and there is no stored measurement configuration for frequency f2 of the second cell #2; and a module for sending the measurement report, which includes quality of reception in the second cell #2, to the radio base station eNB#A, controlling the first cell #1, in response to the received measurement configuration for frequency f2 of the second cell #2.

EFFECT: saving resources when performing handover to a closed cell.
