SUBSTANCE: invention relates to mobile communication. The mobile station is configured to receive, from a base station, a measurement rule assignment instruction which determines addition or removal of a measurement rule; receiving, from the base station, a measurement object assignment instruction which determines addition or removal of a measurement object independent of the measurement rule assignment instruction; receiving, from the base station, a conformity assignment instruction which determines conformity between the measurement object and the measurement rule; storing the measurement rule and the measurement object which correspond to each other in accordance with the conformity assignment instruction; measuring communication quality in a cell of a different frequency at a frequency defined by the measurement object; and transmitting, to a radio base station, a measurement report if, based on the communication quality measurement result, it was established that a determination criterion, set by the measurement rule corresponding to the measurement object, is satisfied.

EFFECT: enabling flexible change of a mobile communication system and flexible switch between carrier frequencies.
