SUBSTANCE: user equipment (UE) sends an arbitrary access preamble to the system. The arbitrary access preamble may include a random identifier (ID), a channel quality indicator (CQI) etc. The UE may arbitrarily select a random ID or may be provided that random ID. The UE receives an arbitrary access response from a base station. The arbitrary access response may include control channel resources (for example CQI and PC resources), uplink resources and/or control information (for example, time lead and PC correction) for the UE. The arbitrary access response may be sent in two parts using two messages. The first message may be sent over a control channel and may include identification information and, possibly, some other information. The second message may be sent over a shared data channel and may include the remaining information for the arbitrary access response.
EFFECT: supporting access with few service signals and data which are as few as possible, in order to improve capacity of the system.
