SUBSTANCE: user equipment (UE) sends a preamble of spontaneous access for access to the system. The spontaneous access preamble may include a random identifier (ID), a channel quality indicator (CQI), etc. UE may spontaneously select a random ID or may be provided with this random ID. UE receives a response of spontaneous access from a base station. The spontaneous access response may include control channel resources (for instance, CQI resources and power control resources (PC)), uplink resources and/or control information (for instance, time anticipation and correction of PC) for UE. The spontaneous access response may be sent in two parts using two messages. The first message may be sent along a control channel and may include identification information and possibly other information. The second message may be sent along a jointly used data channel and may include remaining information for spontaneous access response.
EFFECT: support of access to a system with lowest possible service signals and data to improve system capacity.
