According to the invention, the system has apparatus for viewing and capturing the attention of a viewer in form of a multilayer panel, consisting of a layer of a polymer substrate, a layer of current-conducting optically transparent material, which is a first electrode, an emitting layer made from powder of electroluminescent material which is dispersed in a polymer binder - an element which converts electrical energy to optical radiation, a protective layer made from powdered ferroelectric material dispersed in the same polymer binder, a current-conducting layer made from opaque material, which is a second electrode of the formed capacitor, a sealing layer, an element for connecting the identifying element and the panel and positioning the system in space, a power supply for the system, apparatus for communication with power sources, where the identifying element, which contains or does not contain individual information, is illuminated by said system.
