SUBSTANCE: system permits various and flexible resource levers of metric operations in a cell (for instance, control of ascending communication line load, access control, overload tracking, control of signal service transfer) for various subranges. To control ascending communication line load there are several separate working positions of a load (for instance, IoT, RoT) for each group of subranges instead of the identical level of operation along the whole accessible band. Groups of subranges include the whole band. System of assistance also comprises some transfer protocols, methods with variable size of increase command pitch and reliable methods of replying to commands.
EFFECT: efficient usage of passband resources and flexible control of feedback resources.
