Reference information used when processing the target area neighbouring the processing target area is defined as prediction data of the predicted reference information used when predicting reference information of the processing target area. Reference information of the reference area is generated using one or more parts of the reference information used when processing the reference area indicated by prediction data. Prediction data of the predicted reference information are updated using reference information of the reference area. Predicted reference information is generated using or more parts of prediction data updated by predicted reference information.
