SUBSTANCE: invention relates to the industry of construction materials and can be used in production of portland cement using mineral additives. The method of producing cement with a mineral additive involves grinding portland cement clinker, gypsum dihydrate and a mineral additive. After grinding the portland cement clinker and gypsum dihydrate, the obtained portland cement is mixed with the mineral additive which is mechanically activated in an electrical mass classifier with zeolite-containing silica rock, with particle size less than 200 mcm, with the following ratio of components in wt %: portland cement clinker 80-90; gypsum dihydrate 2, over 100; mineral additive which is mechanically activated with zeolite-containing silica rock with particle size less than 200 mcm 10-20.
