SUBSTANCE: invention relates to computer engineering, particularly to systems for forming passenger traffic in emergency situations. The method employs exchange of electronic documents in matrix form based on functions reflecting target indicators and current indicators taking into account introduced changes and comparative indicators for executing emergency actions. Such a system can also be used in insurance business and in service maintenance when a transport operator works with insurance or service companies.
EFFECT: high speed of transmitting and processing information obtained from different sources, the quality and quantity of which varies with the arising situation, arriving through different information channels, characterised by several unknown parameters.
