SUBSTANCE: invention relates to means of automation of transport processes and can be used for electronic automated payment and control of payment for passage in public transport (bus, trolleybus, tram, taxicab, electric trains, etc.) for cargo movement monitoring. Technical result is achieved due to automated system of payment and monitoring, cargo movement monitoring, which comprises telematic platform, vehicle Bluetooth scanner, passenger identifier in the form of a mobile device with a Bluetooth module or a Bluetooth tag, which is both a cargo identifier, a controller mobile device, a WEB portal. To monitor movement and delivery of cargo, it is enough to enclose Bluetooth-mark in package of cargo, at that, system will automatically determine, when and where cargo was placed into equipped vehicle, where it is in process of transportation, when and where it was unloaded from vehicle. Passenger having mobile device with Bluetooth module or Bluetooth mark is enough to simply travel on equipped vehicle, wherein payment system will automatically determine passenger identifier, calculate distance and cost of travel, determine distance and cost of cargo transportation, will make mutual settlements between suppliers and consumers of transportation services, through a web-portal will provide the necessary information to all passengers and participants of transport process organization.

EFFECT: expansion of functional capabilities of transport payment systems due to complete automation of fare payment without passenger participation, automation of loading-unloading processes and cargo movement monitoring using Bluetooth technologies.
