SUBSTANCE: invention relates to video encoding means. An operation of down-sampling is performed on the first brightness block, using the first filter, when a value of the first indication information is the first value, or by means of the use of the second filter, when the value of the first indication information is the second value, to obtain the second chromaticity block. The value of the first indication information is the first value, when a position of sample of the current chromaticity block is (xb, yb), and a position of a sample of the first chromaticity block is (2*xb, 2*yb+0.5), the first brightness block is a brightness block corresponding to the current chromaticity block, and an image containing the first brightness block and the current chromaticity block has 4:2:0 format or 4:2:2 format. A set of chromaticity samples and a set of brightness samples are obtained, wherein the set of chromaticity samples contains a set of neighboring chromaticity samples of the current chromaticity block, and the set of brightness samples is obtained by means of the down-sampling operation for a set of neighboring brightness samples of the first brightness block.

EFFECT: increase in the efficiency of encoding of a chromaticity component with an internal prediction.
