SUBSTANCE: when measuring and ranging surrounding access points during repeated selection, shifts are applied to preferable access points, in order to simplify repeated selection of a cell for them. Shift positively affects measurements and ranging. Negative shifts may also be applied to lower measurements and ranging of certain access points. Hysteresis values are applied when measuring current cells to prevent frequent repeated selection. Hysteresis values are selected on the basis of a current cell type or a related access point, to expand the coverage area.
EFFECT: simplified application of shifts or selected hysteresis values, in order to prefer access points during repeated cell selection.
