FIELD: information technologies.

SUBSTANCE: basic station communicates with a user terminal sending an upstream signal using a transfer circuit with one carrier. The basic station includes a module to determine necessity of a spasmodic frequency change, arranged as capable of determining whether spasmodic frequency change is to be applied for a user terminal, on the basis of information on conditions of radio waves propagation, received from a user terminal, and on the basis of a traffic type for data to be sent by a user terminal; a planner arranged as capable of assigning frequencies to a user terminal on the basis of conditions for receipt of a user terminal upperlink; and a communication module arranged as capable of communicating information on assignment that indicates resource elements identified by the planner into a user terminal. The planner assigns resource elements to a user terminal with different frequency bands in various slots in case a module for detection of necessity in a spasmodic frequency change decides that spasmodic frequency change is to be applied for the user terminal.

EFFECT: invention provides for arrangement of a basic station, which makes it possible to use spasmodic frequency change in case of radio access in an upperlink of E-UTRA system communication.
