FIELD: information technologies.

SUBSTANCE: invention discloses methods and a device to transfer and use distribution of permanent resources of an upperlink. A basic station may distribute to a client station permanent resources of an upperlink so that distribution of resources remains active for impending frames of an upperlink, excluding a client station that repeats request for upperlink resources, or a basic station that explicitly transfers distribution of upperlink resources. The client station may request for distribution of permanent resources of an upperlink in case when conditions of a wireless communication channel are actually serial and do not vary, and also requested resources of an upperlink are predictably periodical and fixed by size. The basic station may inspect, whether a request of resources of an upperlink has achieved criteria for distribution of permanent resources, and may also distribute permanent resources of an upperlink in a dedicated information element of a circuit for distribution of upperlink resources, which is transferred to a user. Distributed resources remain distributed to a client station in each frame that satisfies the predetermined periodicity until release.
