SUBSTANCE: user terminal selecting a waiting cell on the basis of a specified priority of cell selection, comprises a detection module, arranged as capable of receiving a signal sent from a basic station, and with the possibility to detect availability of information on priority of cell selection in the specified signal, and also a module of cell selection arranged as capable of selecting a cell with identical priority of all cells, if according to the result of detection made by the module of detection, information on priority in the specified signal is not available.

EFFECT: reduced volume of information required for setting of cell selection priority, in which a user terminal shall be in a waiting mode.
