SUBSTANCE: terminal is made as capable of measuring quality of a signal received from a current cell, in a waiting mode, measuring quality of a signal received from a neighbouring cell, and reselecting a cell depending on the cell searching result. If the user terminal is within a macrocell, and the preset reselection criterion has been observed, then a closed cell adjacent to the current cell is reselected as the duty mode cell.
EFFECT: reduced delay of cell reselection and power saving of an accumulator battery.
