FIELD: information technologies.

SUBSTANCE: order of a cluster of a frequency plan is determined, which corresponds to a graph of frequencies distribution inside the cluster, formed by basic stations; serially conventional numbers of frequency channels are assigned to basic stations according to a module of a cluster order, providing for coincidence of numbers along mutually perpendicular communication lines between basic stations; a dedicated range of frequencies is divided into groups with a quantity of frequencies corresponding to the cluster order; serially matrices of latin squares are formed, determined by the cluster order, in which the extreme left column of the first matrix is created from a sequence of different integer numbers, the quantity of which is equal to the order of the matrix of latin squares; the second column of the first matrix to the left is formed on the basis of elements of the first column with a shift along a cluster module; the third and subsequent columns of the first matrix are formed according to the same law, but modules of the shift will always differ from previously used; and elements of the first and subsequent matrices are matched, a sought-fore matrix of frequency plan is produced for the selected cluster, elements of which reflect location of basic stations in the area.

EFFECT: higher coefficient of usage of a frequency resource in a cellular network.
