SUBSTANCE: system for minimising call setup latency in a group communication between wireless communication devices comprises a plurality of communication systems for wireless communication devices, wherein each communication system is configured to control communication channels for each of the wireless communication devices using that communication system for wireless communication, a group communication server which sets up group communication for members of a communication group, and a resource manager resident on at least one of the plurality of communication systems, the resource manager selectively reserving a predetermined amount of resources for members of a communication group using that communication system. The resource manager also communicates the availability to the group communication server of one or more wireless communication devices using that communication system for group communication only if the predetermined resources are available for group communication to the wireless communication device using that communication system.
