SUBSTANCE: proposed is a system and method of signalling and delivering group communication data, such as data for establishing "push to talk" communication (HDP), to an inactive wireless communication device through a control channel in a wireless communication network. Each wireless communication device can send one stream of group communication to an identified target group of other wireless communication devices. The wireless communication device can have an inactive state, in which wireless communication devices are connected by a control channel to a communication server, and an active state, in which the wireless communication device is connected by a selected communication channel to the communication server. The wireless communication device receives data for establishing group communication through the control channel for incoming multicast transmissions, and that way, delivery takes place without complete establishment of the selected communication channel for this wireless communication device.
