FIELD: machine building.

SUBSTANCE: device includes a housing with inlet and outlet connection pipes for pipelines of working gas and working fluid medium, a chamber from elastic material in the form of a shell, which faces with its open side to the outlet connection pipe and is connected to the housing, and working fluid medium outlet header, which are arranged inside the housing. A heating element operating using heat carrier is arranged additionally inside the housing. Heating element is installed in the header and has the possibility of isolating the heat carrier from working fluid medium, and a source with an involvement system is used to obtain heat carrier.

EFFECT: reduction of the device actuation time to 10 times under conditions of negative temperature and improvement of the device operating reliability owing to reducing the actuation time spread.
