SUBSTANCE: central processing unit of a navigation device transmits to an information distribution centre information from sensors which includes information on vehicle movement on a section and information on the average speed of the vehicle at each predetermined moment in time. The central processing unit of the information distribution centre upon receiving information from sensors reads the type of the road which corresponds to each section identification number, and the average speed of the vehicle of the user during free movement on the road from information from sensors. Further, the speed range of the vehicle which corresponds to that section identification number is determined from a table for determining the speed range of the vehicle. From this speed range of the vehicle and information from sensors, the central processing unit of the information distribution centre generates movement information, stores said information in a movement information database and statistically processes over a certain period in order to generate expenses on sections corresponding to the section identification number and the time zone of the corresponding speed range of the vehicle using statistical movement information.

EFFECT: group of inventions provides search for a route to a destination which takes into account driving characteristics of the driver.
