SUBSTANCE: system comprises a double-level circular network architecture on the basis of rings of lower and upper levels, in the main direction of the upper level ring there is a control station with control panels, on each section of operative-technological communication in one of points of the lower level ring there is a bridge station with control panels, and in other points - executive stations with control panels, the executive and bridge stations are switched in series into the main direction of the lower level ring, bridge stations of each section of the operative-technological communication are connected into the main direction of the upper level ring, for generation of the bypass direction of which the stations installed at the ends of its main direction via the appropriate gateways are connected to the grid with packet switching.

EFFECT: optimisation of channel resources of primary networks of operative-technological communication due to formation of a lower level ring, functions of bypass direction of which are performed by a part of an upper level ring.
