SUBSTANCE: method is realised through a system of operational communication (OCS), which includes a double-level circular architecture of a network on the basis of rings of the lower and upper levels, the upper level ring includes an executive station with control panels, on each section of operational communication the main direction of the lower level ring includes serially a bridge and executive stations with control panels, for generation of a bypass direction of the station lower level ring, installed at extreme points of the section, through appropriate gateways are connected to the network with packet switching, at the same time bridge stations of each lower level ring are connected to each other and the executive station by the upper level ring.

EFFECT: optimisation of channel resources of primary networks of operational communication.
