SUBSTANCE: method involves creating a database of equipment, target objects and environment conditions, analysing and determining data on target objects, identifying and classifying target objects, determining priorities and creating a list of target objects in accordance with their priorities, estimating stimulus efficiency at a first-level control point, evaluating capabilities of a group of equipment at a second-level control point, randomly creating a list of equipment based on efficiency, allocating target objects to equipment, generating targets, control commands and transmission thereof to equipment. Also disclosed is a system for two-level control of equipment for realising said method.

EFFECT: broader functional capabilities of the method and system for two-level control of equipment by executing at a second-level control point such control functions as collecting, processing and analysing data on target objects and making a decision on stimulus, and at a first-level control point - functions for determining data on target objects and estimating stimulus efficiency of equipment at all target objects.
