SUBSTANCE: proposed invention relates to technical means (TM) control and can be used to extend TM control functionality for various purposes, for example, cybersecurity, security, communication, reconnaissance, electronic warfare, radar ranging, etc. During control over CP of the second and first levels performing formation of databases, analysis and additional determination of data, identification and classification of objects of action, determination of priorities and formation of a list of objects of impact in accordance with their priorities, assessment of effectiveness of implementation of action, generation of TM list by efficiency, independent distribution of exposure objects between TM, generation of control commands and their transfer TM.

EFFECT: proposed invention is aimed at expansion of functional capabilities of control system due to implementation at control point of second level of such control functions as collection, processing, analysis, additional determination of data on exposure objects, evaluation of capabilities of their TM and making a decision on implementation of action, and on CP of first level - functions of additional determination of data on objects of action, assessing the effectiveness of implementing the impact of all TM on all objects of impact and self-distribution of objects for effecting.
