SUBSTANCE: invention relates to control of equipment. In the method of two-level control, a second level control station collects, processes, analyzes, redefines data on impact objects, assesses the capabilities of its equipment and makes a decision on implementation of the action. At the control station of the first level, data on objects of action are additionally determined, efficiency of action of all its equipment is assessed on all objects of action and distribution of objects for effecting. During control at both control stations, databases are formed, data analysis and additional determination, identification and classification of impact objects, determination of priorities and formation of a list of objects of impact in accordance with their priorities, as well as evaluation of effectiveness of implementation of impact, formation of a list of technical means by efficiency, distribution of objects of action between equipment, generation of control commands and their transfer to technical facilities.
