SUBSTANCE: plurality of terminal equipment systems on the user side (ONU) (10) include an optical transceiver (14) which allows operation in power-saving mode, wherein power consumption is reduced by cutting transmission when reception continues, and a control device (11), which performs control for preliminary verification of transmission of the optical transceiver, and outputs a response signal when a control signal is received from the terminal equipment system on the station side (OLT) (1) during operation in a power-saving state. Furthermore, the OLT (1) includes a control device (2) which allocates transmission bandwidth for the ONU (10-1, 10-2, 10-3) even when the optical transceiver ONU (10-1, 10-2, 10-3) is operating in power-saving mode and stops transmission, and determines whether breakdown has occurred or ONU (10-1, 10-2, 10-3) is operating in power-saving mode based on the response signal received by the transceiver OLT (1).

EFFECT: easier detection of communication irregularity.
