SUBSTANCE: mobile station UE is equipped with a module of access right control to control a cell identifier with limited access (CSG), corresponding to the cell CSG, which permits access to the specified mobile station UE, with a measurement module for measurement of radio communication quality of the CSG cell determined as the measurement object, and a module of message transfer on measurement for transfer of a measurement message including at least quality of radio communication of the CSG cell corresponding to the CSG identifier, only when the radio communication quality of the CSG cell corresponding to the CSG identifier, control of which is executed by the module of access right control, from the number of values of radio communication quality of CSG cells measured by the measurement module, meets the condition of message transfer.

EFFECT: possibility of optimal handover from a macrocell into a cell with restricted access.
