SUBSTANCE: base station comprises a communication module made as capable of communication with base stations of multiple adjacent cells; a control module made as capable of control of frequency bands for use in adjacent cells; and a determination module made as capable of determination of command content in accordance with a status of usage of the specified frequency bands. Command content is communicated to all adjacent cells or to some adjacent cells by means of a communication module. Command content sets a type of a pilot channel, sent by a user, located in an adjacent cell; whether multiplexing is carried out on pilot channels of each user with code division; whether multiplexing is carried out on pilot channels of each user with frequency division, etc.

EFFECT: increased accuracy of channel assessment in an uplink for users near cell border.
